Regarding Unattended Animals………..

Clearly unattended animals have become a MAJOR problem at Lake Wildwood, (note the accident that was caused when a dog ran in front of a young woman’s car, resulting in a crash into the creek by the front spillway).

We don’t currently have the resources to contain this problem……. owners of trapped animals will have to deal with Animal Control, and pay whatever fines & fees are levied, if they want their pets back. As there are no leash laws for cats, this will mostly pertain to unattended dogs. PLEASE keep your dogs on a leash or in a secure, fenced-in area they can’t jump over, or climb under.

INCIDENT REPORT
24 January 2009, (Saturday)
12:53 – 8:07 PM

12:53 PM: Call received from Mrs M, noting frantic activity on the LWW Yahoo Group web site, regarding a series of incidents involving 3 dogs killing numerous cats in the vicinity of Lacebark, Friar Tuck & Will Scarlet Way, (most of the cats were killed in the yards of their owners)… the most recent incident involving 1, or possibly 3, cats killed in the yard of Mr. _______. The dogs involved are:

- a black & white dog, (named “Oreo)” (whose owner lives on the corner of Loblolly & Lacebark)
- a reddish/blonde, (no leash, no collar)
- a small brown dog, (no leash, no collar)

1:15 PM: I received a call from Mike Sullivan, (Lighthouse Property Management), responding to a msg. I’d left on his answering machine 2 minutes earlier. He said he’d meet me at the front office at 2:00 PM

1:18 PM: I radioed AIM Security and asked that the shift supervisor meet me & Mike Sullivan at the front office at 2:00 PM

2:00-2:25 PM: On my way to the front office, I observed two Bibb County Sheriff’s patrol cars, and a LWW Security vehicle at the spillway nearest the front entrance, and diverted to that location.

– There was a late model Porsche in the creek on the lake side of the road, (near the intersection of Greentree Pkwy & Lake Wildwood Dr).

– The Security guard on-site was Jim Stephenson. President Elaine Evans had arrived a few minutes before. The situation seemed to be under control; they were awaiting the arrival of a wrecker to remove the auto from the creek.

– No one was hurt in the accident, but the driver, a young girl, noted that she had to swerve off the road, (and into the spillway), to avoid a dog that had run in front of her. Her father was also there. The driver said the car belonged to her boyfriend. Since the rear end of the Porsche, (containing the engine), was underwater, it’s likely the car was “totaled.”

2:25 – 2:40 PM: I met Mike Sullivan & Lt Ronald Grinnage at the front office, where we were soon joined by Chad Walton & Stuart Griffin. A few minutes before I arrived, Mike had found a copy in his inbox of a posting on the Yahoo Group on Friday, (23 Jan) concerning these “cat killers.” We reviewed this information, and formulated a plan to find the owners of the dogs involved.

– Chad & Stuart went to assist with traffic at the site of the accident, (when the wrecker arrived).

– Mike Sullivan, Lt Grinnage, and I left to find the owners of these dogs.

– I called ________ to ask if there had been any other posts on the Yahoo Group about this topic. As of then there hadn’t been any new developments.

2:45 – 3:15 PM: Lt Grinnage, Mike Sullivan & I spoke with Ms ______ at ____ Loblolly Lane, the owner of the black & white dog, “Oreo.”

– She noted that “Oreo” had gotten out of the fenced-in pen (on the side of the house), the day before, and had not returned until this morning. Currently he was contained in their garage, and she noted that she didn’t think he would hurt a cat, per their having a cat, and that sometimes “Oreo & this cat slept side by side.

– She also that she had been visited by “a lady” on Friday, who had also cautioned her to keep “Oreo” confined, or on a leash.

– Her young daughter was there as I spoke with her about the seriousness of this problem, and the requirement to keep her dog on a leash or in a secured area…. noting the consequences of future violations of these codes.

– Mike Sullivan & Lt Grinnage reiterated how serious the situation was, and she promised to keep “Oreo” in the garage until they could fix the fenced-in area they normally kept him in.

– Ms ________ pointed to a house on Lacebark, where she believed we might find the owner of the reddish/brown dog involved in these incidents. As we were leaving to go to this house, Chad & Stuart drove up, and we briefed them on what we were doing.

3:15 – 3:40 PM: Lt Grinnage, Mike Sullivan & I spoke with Mr _____ at ___ Lacebark, the owner of a brown “chow mix” dog.

– There were two dogs in the yard at the time, (both white with tan spots, and both quite tame & friendly). Several children were playing catch with them.

– Mr. ______ noted that he was trying to “tame” this reddish/brown dog, and admitted that he had recently “jumped the fence” and that he did not know where he was at that time, but did not feel that this was one of the dogs were looking for, as he had never attempted to hurt any of the neighbors’ cats, nor any of his children, who played with him frequently.

– His son noted that he had seen this dog on Will Scarlet earlier that day. They felt that the “reddish/brown” dog were looking for belonged to someone on Friar Tuck.

– The brown dog they had recently “taken in” had believed had previously belonged to someone down the street, who had “moved, or simply abandoned” this dog.

– Mike Sullivan & Lt Grinnage explained the requirement to keep their dog on a leash or in a secured area, and they noted their understanding of this, and their intent to do this, when the dog returned.

3:40 – 4:30 PM Mike Sullivan, Lt Grinnage & I cruised Will Scarlet & then Friar Tuck looking for the other two dogs.

– We spoke a number of residents who were aware of this problem, but no one on Will Scarlet had seen either of these dogs within the last few hours.

– However a group of young kids on Friar Tuck noted that they had seen the reddish brown dog at “the other end of Friar Tuck,” and were certain that this dog “lived in those woods” (which they pointed toward).

– As we got to the end of the street, on Friar Tuck, I thought I saw the reddish/brown dog in the backyard of the house at ____ Friar Tuck, however when we backed up for a closer look, he was gone.

– There was only a dog on a chain at the house next door, (who didn’t fit the description of any of the dogs were looking for). The owner of this dog however, did say that he had seen a group dogs walking down the street in the other direction. He did not want to elaborate.

– We abandoned the search around 4:30 PM, after having advised everyone we had seen to call Security at their first sighting of these dogs.

6:27 PM I received a call on my cell phone from Lt Grinnage, while I was with friends at a concert in downtown Macon, noting that he was the site on Will Scarlet Way, where these THREE dogs were currently “laying in wait for some cats to come out from a resident’s house.” He noted that they had already killed 6 more cats. One of these dogs was “Oreo,” the dog of the resident we had visited at 2:45 PM that day.

– I told him to call the Bibb County Sheriff’s Office ASAP, and wait there until they arrived, and that I would try to locate someone with a cage big enough to contain them.

6:33 PM I called Chad Walton, who immediately left to link up with Lt Grinnage on Will Scarlet Way. I told him that the BSO had already been contacted.

6:53 PM I received a call on my cell phone from Lt Grinnage, who noted that Chad & a deputy from BSO were on the scene, and that he was on the way to the house of the owner of “Oreo” to give him a citation for violation of the leash policy at LWW.

8:07 PM I received call from Chad, on my cell phone, noting;

– that he & the deputy had spoken with a gentleman, (the owner of “Oreo),” at the residence we had visited on Loblolly, who was not aware of our visit earlier that day, and who appeared to have no understanding of the leash laws of Bibb County.

– it was not known how, or why, “Oreo” had been released from the garage, but it was thought that the “kids may have done it accidentally.”

– BSO notified the owner that if they had to be called out again on this dog, that it would be an automatic $500.00 fine.

– BSO will provide LWW Security some traps to help with our unattended animal problem. Animal Control will take them off our hands once they are trapped. It will be the owners’ responsibility to retrieve them and to pay whatever fines & fees result.

Security & Emergency Response Committee

BE ON THE LOOKOUT:

As many of you know, there have been a number of break-ins over the past several weeks; on Sunshine Ct; Greentree Pkwy, and Jefferson Dr. On several occasions the perpetrators entered through a window in the back of the house, and the objects they stole indicate that they are juveniles. However, in one burglary, they also stole a gun, so exercise extreme caution if you observe something out of the ordinary, and report it to the Bibb County Sheriff’s Dept by calling 9ll; and THEN call Lake Wildwood Security at 477-3953.

I’ve spoken with Al Jones of Jones Security, and also with Capt Raines, concerning a plan to catch these people before another incident occurs. Also, we’ve surveyed the fence the thieves are coming through, in the rear, Northern most part, of Sunshine Ct. President of the Board, Elaine Evans, and Dena Fuller, Chairperson of the Maintenance Committee are assessing what needs to be done to install a more effective fence in the area.

Cara Barnes, Chairperson of Neighborhood Watch, is coordinating with the Lake Wildwood Security and the Bibb County Sheriff’s Dept for additional patrols in the targeted area. Additionally, Tom Rule, (a victim himself) is working with me to install some electronic surveillance devices at strategic locations, (the locations of which, for obvious reasons, must remain secret). You may have already seen cars patrolling your area with “LWW Neighborhood Watch Patrol” signs on them. You can thank Cara for this.

EMERGENCY MEETING CALLED

An Emergency meeting of the Security & Neighborhood Watch Committees has been scheduled on Tuesday, September 9, 2008, at 7:00 PM at the Clubhouse. Mr Al Jones from Jones Security will be in attendance. Agenda items include: (1) details on the recent break-ins, (2) Standing Orders for the Security Guards, and (3) Animal Control

EMERGENCY RESPONSE PLAN:

A number of you have indicated interest in drafting an emergency response plan for Lake Wildwood. Bob Komlo, Chair of the Beautification Committee, is looking into obtaining some large maps detailing important features of Lake Wildwood. In a prior life, Bob was in charge of drafting a detailed Emergency Response Plan for the military, and was a member of a CAT, (Crisis Action Team). He is willing to help coordinate our efforts with local emergency management authorities, and other first responder agencies.

Board member Craig Anderson has offered to start the process for getting an FCC license at Lake Wildwood for a 10 watt FM station, which would be used to disseminate critical information to residents in the event of an emergency. We have people at LWW trained in CPR, as well as people with nursing/medical training, such as Gerry Wynn, and Dena Fuller, who would make a welcome addition to our CAT.

EMERGENCY RESPONSE PLAN FOCUS GROUP MEETING

Right now, our most immediate need is to get a copy of Bibb County’s Emergency Response Plan, so we don’t reinvent the wheel, or duplicate services. There will be a meeting of the Emergency Response Focus Group immediately following the Security/Neighborhood Watch meeting at the Clubhouse at 7:00 PM. Everyone is welcome to participate.

July 2008 Crime Stats – Be Careful Out There!

I just received the July 2008 Crime Report for Bibb County. This is e-mailed to those who are signed up for the Sheriff’s Office E-mail Update Program. You can click the link above to see it for yourself.

I am quite disturbed by the number of breaking and enterings we have here in LWW as well as a stolen vehicle or two. If you have been receiving these crime reports from the Sheriff’s Office for a while now, I am sure you have noticed that the report keeps growing. I don’t like that one bit! Not for LWW or Bibb County.

We all know that one reason crime is up is due to the economy. Let’s take that extra step to protect ourselves and our property.

Try making a check list to go over each time you leave your house or go to bed or go on vacation such as locking all your doors on your house and making sure your windows are locked.

If you have an alarm system, make sure it’s on – heck – have it tested once in a while to make sure it’s still working.

As for vehicles, make sure those are locked as well.

Be sure to remove anything of value or anything that a thief would like to have.

Finally, be sure any yard tools are in a secure area and not out in the open enticing a thief to steal those items.
